Every approved local plan resets on a mandatory 5-year cycle. The 2025–26 cohort alone is ~3,200 plans — each a $40k–$150k update engagement. Toggle between plans coming due and plans already past expiration (eligibility paused until they update). Scores weight urgency, population, and multi-jurisdiction complexity for consulting outreach.
